For supporting the nascent insurance market in Cambodia, Cambodian Reinsurance Company, known as Cambodia Re, was established in 2002 as a wholly State-owned enterprise under guardianship of the Ministry of Economy and Finance (MEF). Leveraging the regional expertise from the more advanced markets and seeing potential business in Cambodia’s insurance market, Cambodia Re became a joint venture in 2004 between the Royal Government of Cambodia, represented by MEF, and Asian Insurance International Holding, a consortium of regional insurers. Later on, few other local strategic shareholders joined the company in 2019, making Cambodia Re have broader shareholder base, both financially and strategically.

As a national reinsurer with long-time footprint in the Cambodian insurance market, Cambodia Re has accumulated good local knowledge and statistics about the culture and risk profiles of the market. We provide well-structured risk transfer solutions to shoulder all direct insurance companies’ risks and enable their progress.

We provide comprehensive and competitive reinsurance services covering all risks under both general and life insurance businesses in an innovative, efficient and responsive manner. Value added services focusing on insurance professional capacity development as well as market risk profiles have been extended to the industry which the insurers can enjoy the benefits from.

H.E. Ros Seilava has served as Chairman of Cambodia Re’s Board of Directors since 2012. He has made a substantial contribution to the company’s development, particularly in enhancing the company’s governance and corporate strategic direction. He joined the Ministry of Economy and Finance (MEF) in 1994, and get promoted to various positions at MEF including the once Advisor to Executive Director at the World Bank headquarter. He is currently a Secretary of State at MEF and also a member of the Supreme National Economic Council, where he is actively involved in the preparation and leading execution of key economic and financial policies, including the Public Financial Reform, of the Royal Government of Cambodia.

He holds BA in Social Science from Penza’s Institute of Pedagogy, the former Soviet Union, and Master of International Affairs (MIA) in Economic Policy Management, Columbia University, New York, USA.

H.E. Im Sithol has joined Cambodia Re as a member of the Board of Directors since 2008. He currently serves as a Secretary of State of the Office of the Council of Ministers. Besides, he has held few other senior positions such as a Standing Vice President and Secretary-General of the Council of Jurists of the Office of the Council of Ministers and previously acted as an Adviser to H.E Mrs. Kittisangahakbindit Men Sam An, Deputy Prime minister and a Member of Governing Body of National Social Security Fund. He is also an Associate Researcher of the Cambodian Institute for Peace and Cooperation (CICP).

He accomplished his BA in Law in 1998 at the Royal University of Law and Economics. He also obtained a degree in High-Ranking Officer Class from the Royal School of Administration (ERA) in 2002.

H.E. Pen Pich Saly was appointed as a Member of Cambodia Re’s Board of Directors in 2014. He has been working in the field of law in Cambodia for more than 20 years. He is currently a Director-General of the Prosecution and Criminal Affairs, Ministry of Justice, where he has been working since 1995.

He holds two Master degrees in law from Russian Peoples’ Friendship University in1995 and Nagoya University in 2002.

Mr. Teddy Hailamsash has joined Cambodia Re as a member, representing strategic partner of the Board of Directors since 2004. He has gone through more than 40 years of experience in the insurance sector in Indonesia. Presently, he is a President Director at PT Asuransi Central Asia, Indonesia. In the regional arena, he has actively attained various activities in Asian Insurance Congress and ASEAN Insurance Council since 1999.

He accomplished his BA from South East Asian Union Colleges Singapore.

Mr. Youk Chamroeunrith has been a member of Cambodia Re’s Board of Directors since 2019 is also currently the Group CEO of Forte Insurance (Cambodia) Plc overseeing the entire operation and setting strategic directions of all entities in Forte Group. He is also a Board Member in various companies.

Mr. Youk Chamroeunrith has over 25 years of rich professional experience in Insurance, Risk management, finance, and strategies. He holds an MBA from Charles Sturt University. He is a Fellow of the Malaysian Insurance Institute (FMII), Associate of Chartered Insurance Institute (ACII), and Senor Associate of the Australian and New Zealand Institute of Insurance and Finance (ANZIIF).

Mr. Huy Vatharo is the Chief Executive Officer and Member of the Board of Director of Cambodia Re and also serving as Chairman of the Insurance Association of Cambodia (IAC) since 2014. He has almost 25 years of experience in various works in both public and private sectors for financial and non-financial sectors. He started his insurance career with Cambodia’s insurance regulatory body which is under the Ministry of Economy and Finance. Before joining the insurance industry, he was involved deeply in the establishment of the first-ever securities market in Cambodia.

He holds a Bachelor of Economics from the Royal University of Law and Economic, Cambodia; and a Master of Art in International Development from the International University of Japan.

Mr. Rath Veasna joined Cambodia Re in April 2002 as the Director of the Department of Administration and Finance and a member of the Board of Directors (employee representative). For the past 18 years, he has gained extensive knowledge and experience in accounting, finance, insurance, and the International Financial Reporting Standards of Cambodia (CIFRS). He also actively contributes to the core role of the Insurance Association of Cambodia in leading key committees such as the Dispute Resolution Committee and the Accounting Committee and the representation of the Insurance Association at the Advisory Council of the National Accounting Council.

He graduated with a Master’s degree in Economics from the University of Technology and Management in 2008 and has attended several training courses related to International    Financial Reporting Standards (IFRS).
